In 1987, the
PA Game Commission decided to test the harvesting of multiple doe
in special regulation areas. Montgomery, Chester, Delaware, and
Bucks counties were chosen based on the number of deer in these
populated areas. The program proved to be a success with hunters,
farmers, and landowners. The following year the program was opened
up to the entire state. All counties that had not sold their allocation
of antlerless licenses were permitted to issue an additional license
to hunters. These licenses are identifiable by the orange tape at
the bottom marked BONUS. They were marked this way up to 1992. In
1993, the strip was eliminated. In general, there were no markings
on the 1993 and newer bonus licenses. However, I have several licenses
from 1993 and 1994 that are stamped bonus. These licenses were now
referred to as surplus licenses. In 2000, many were marked Private
Land Only. Today these licenses are referred to as Unsold Antlerless.
